Where these circles actually come from
Every circled letter comes from Unicode's Enclosed Alphanumerics block — code points originally made for things like ⑤ and Ⓒ, later extended to cover the full alphabet. Because they're just characters, not images, they survive a copy-paste into anywhere that accepts text.
That also means the effect stops at letters and digits. There's no circled version of a comma or a question mark, so punctuation just passes through untouched.
Where it's worth using, and where it isn't
It works well on short usernames and single words, where the circled letters have enough visual weight to actually register. A bubbled header can also break up a plain-text bio. Long sentences are where it falls apart — circled letters are wider and slower to read than normal ones, so a full paragraph in bubble text ends up looking like a wall of dots rather than a stylish caption.
